Inverness City Centre needs a strong and united business
driven mechanism, in collaboration with a supportive public sector, to help
stimulate a proactive and positive response to the challenges it faces. A BID
is the ideal vehicle to tackle these challenges. This is because it will bring
together all landowners and businesses with a common interest in the future
prosperity of Inverness City. These include the Police, the Council and a range
of small and larger businesses who will be paying the BID levy if the BID
proceeds. As a not-for-profit organisation Inverness BID will be eligible to
apply for grants to tackle crime and promote the liveability of Inverness
City Centre.
In the context of future threats, especially from
out-of-the-centre competitors, it is important that additional resources be
applied to improve the appeal of Inverness City Centre now in anticipation of the
completion of this development. This needs physical works but also a
co-ordinated marketing programme among all businesses with an interest in the
future of Inverness City Centre.
There is no recommended length of time for a BID to be in place but it cannot exceed
five years. When a BID comes to an end it can be extended or renewed but this
must be approved by a new vote.
The Inverness BID will initially
operate between 2007 and 2012, and after this it can be extended or renewed,
subject to a new vote.
The impact of the BID
will be far greater than the "purchasing power" of the BID levy itself.
