Moratorium on Planning Applications for Houses of Multiple Occupation in Inverness City Centre

Commenting on the decision of the Highland Council’s Planning & Economic Committee yesterday, Inverness BID Chairman Craig Duncan said that “the Board of Directors of BID are delighted that the councillors agreed to a one year Moratorium on Planning Applications Houses of Multiple Occupation in Inverness City Centre. Through their submissions under the consultation process the city centre businesses demonstrated that they were overwhelmingly in support of such a moratorium proposal.  

We believe that this will give all the agencies time to create better coordinated policy and in particular develop increased linkage between planning and licensing.

Another issue that needs to be addressed is the fact that HMO’s in the city centre are normally much larger than those in residential areas – indeed we have some premises with as many as 30 beds. 

The scale of such units and their concentration to certain areas brings particular issues in terms of their affect on local amenities and therefore the businesses. This needs to be reflected in any future assessment of provision.”
